Restaurants in Lahore report to PRA. Restaurants in Karachi deal with the Sindh Revenue Board. Restaurants in Islamabad are different: sales tax on services in the capital is collected by the Federal Board of Revenue (FBR), under the Islamabad Capital Territory (Tax on Services) Ordinance, 2001. So when people in Islamabad talk about "POS integration", they usually mean the FBR.
This is a practical guide, not tax advice. The FBR's orders, deadlines and thresholds change, and your own position may differ. Check the FBR's own notices and speak to your tax adviser before relying on any of this.
What changed in 2026
In May 2026 the FBR issued Sales Tax General Order (STGO) No. 05 of 2026 (ICT), which, as reported at the time, made POS integration with the FBR's system mandatory for service providers listed in the ICT (Tax on Services) Ordinance. In short:
- Sales have to be reported to the FBR in real time, as invoices are issued.
- Integration goes through licensed integrators, including PRAL, the FBR's own technology company.
- Deadlines were staggered by size, with the last group expected to register by 1 June 2026 and issue electronic invoices by 25 June 2026.
- Businesses already integrated with the FBR's POS system didn't need to integrate again.
Those dates have passed. If your restaurant isn't integrated yet, speak to your adviser about where you stand.
FBR POS integration vs PRA e-invoicing
The idea is the same in both: every sale is reported as it happens, the tax authority returns an invoice number, and the bill carries that number with a QR code a guest can check. The differences are who you report to and how you connect:
| Islamabad (FBR) | Punjab (PRA) | |
|---|---|---|
| Tax authority | FBR | Punjab Revenue Authority |
| Law | ICT (Tax on Services) Ordinance, 2001 | Punjab Sales Tax on Services Act, 2012 |
| How a POS connects | Through a licensed integrator | PRA's e-invoicing system, after PRA whitelists the POS server |
| On the bill | FBR invoice number and QR code | PRA invoice number and QR code |
Questions to ask a POS provider in Islamabad
- Are you a licensed FBR integrator, or do you work with one? Ask for proof.
- What happens if the internet drops? The sale should be kept and reported when the connection returns.
- Do refunds and cancelled bills reach the FBR correctly?
- Is the integration included in the price, or charged separately?
- Can the same POS handle a branch in Lahore? If you expand to Punjab, that branch reports to PRA instead.
Where Café QR fits
Café QR reports bills to PRA for restaurants in Punjab. It isn't connected to the FBR. An Islamabad restaurant can still run its orders, waiter app, kitchen screens, QR table ordering, Raast and JazzCash payments and reports on Café QR, and keep its FBR-integrated billing for the official invoice. If FBR reporting matters to you, tell us on WhatsApp and we'll let you know when it's ready.
