Most of your guests are first-time guests
Chester's café trade around the Rows and the cathedral quarter serves a far higher proportion of visitors than a residential city does. A first-time guest will not download an app for one coffee, and asking them to is where most ordering systems lose the order.
Café QR opens in the phone's browser from the QR code. There is no account to create before seeing the menu and nothing installed afterwards.

Rooms that were not designed for a queue
A lot of Chester's cafés and tea rooms occupy old, listed or awkwardly shaped buildings — narrow frontages, split levels, a counter tucked into a corner. There is often nowhere for a queue to form that does not block the room.
